The author argues that it would leave low-income children and their families with coverage that does less to meet their needs yet requires greater out-of-pocket contributions from these families. The opponents to this program would rather put the funds towards bolstering efforts to provide children with appropriate coverage that meets their medical and developmental needs.
SCHIP is an extremely important program for Latinas, many of whom cannot afford private health insurance or work in industries that do not provide coverage.
